1. Long
Elegant, classy, considered more formal, can also look heavy when laden down with too much designing or jewels, doesn't show off your legs (and as a dancer, they're my best asset), covers your shoes (as a HUGE shoe lover, this bothers me greatly), length problems (you want it just barely touching the floor, not enough to pick up dirt though), gives you more height/length overall, generally more slimming
2. Short
Cute, flirty, FUN, can resemble a tutu (not as cute as you would think), can look overdone with too much jewels or designing, shows off your legs and shoes, careful of it being too short!, can make you legs look longer, but can also make your torso appear wider
Quite frankly, whatever you decide, and there's no wrong choice, you need to make sure you balance the length with everything on and with it. As I mentioned earlier, an over-designed dress is unflattering on both lengths. Make sure the sparkle matches the size! I would suggest that if you're going with a shorter dress, you can wear more intricate shoes, since it will be easy to see all the detail. Consequently long dresses should be paired with simpler ones, because the dress will cover anything detailed.
Jewelry. Always tricky. So tricky in fact, I think I'll write a whole separate post on it.
Take a look at some trendy possibilities:

I for one LOVE full sequin dresses. As long as they're tastefully done, that is. This one is. The sequins contain all the glamor and pizazz, while the one-shoulder cut is simple and elegant. A deep v-neck, low back, or other revealing design would make the dress look trashy and cheap. The slit gives the slight sexiness necessary to stop the look from becoming too stiff-looking.The nude/pinkish color is also great because it allows the sequins to do all the obnoxious flirting. Fabulous with a pair of simple, strappy heels.

No. How boring and un-stylish can you get?!?!?!?! This dress has no shape to it, aside from being too tight and too short. The color is terrible (especially on this model because it blends in with her skin). Trashy. Slutty. No.

Adorable! And its got a great fairytale quality too! Unlike the dress above, it has a angular sweetheart neckline, and is not too tight. The sequins actually have a design unlike the other dress. This would look great with some silver heels. Don't buy those cheap, short-heeled, look-like-you're-11-pretending-to-be-20, heinous heels. Buy something somewhat obnoxious with a high heel.
